A) Require a First Ministers' Conference on the Constitution and the economy at least each year.
B) Include the following orders of the day in the Constitution:
1) Senate reform [role, power, selection of senators, distribution of seats]
2) The roles and responsibilities of Fisheries;

Spending power
Stipulate that Canada must provide fair compensation to any province that does not participate in any new cost-shared national program in an exclusive area of authority, providing this province implements its own initiative or program compatible with national objectives.

Supreme Court of Canada

Constitutionalize the Supreme Court so that it is obliged to appoint at least three of its nine judges from the Quebec bar (this means they must be from Quebec);

Quebec's distinct character
[...]
a) The recognition that the existence of French-speaking Canadians, centered in Quebec but also present elsewhere in Canada, and English-speaking Canadians, concentrated outside Quebec but also present in Quebec, constitutes a fundamental characteristic of Canada;
b) The recognition that Quebec constitutes within Canada a distinct society.
