To the reporters who insisted on knowing if an armed intervention was not part of the plan, Mr. Bourassa simply repeated that the decision by the council of ministers would not be made known before Wednesday. "Since July 11, the government has made every effort to arrive at a negotiated agreement," said Mr. Bourassa. "We have been completely open. Nobody can accuse us of not making every effort to arrive at a negotiated agreement." [...] The first reaction to Mr. Bourassa's ultimatum came from Kahnawake. On behalf of the Mohawk Nation, Peter Dionne declared that the protesters would not cede. "We are a people, a nation, and we will not go down on bended knee to anyone." [...] "The Quebec government has repeatedly said that it will not negotiate territorial issues as long as the barricades are up," responded Mr. Ciacia.
